Frontier insurance
Pursuant to Directive 2009/103/EC relating to insurance against civil liability in respect of the use of motor vehicles and pursuant to Article 32 of the Croatian Compulsory Traffic Insurance Law, vehicles from third countries – Non-EEA countries when entering the territory of the Republic of Croatia must be supplied with a valid international motor insurance certificate valid for the entire territory of the member countries of the European Economic Area (EU + Island, Liechtenstein and Norway) and Switzerland or with any other evidence of the existence of such insurance cover (registration plates of signatory countries to the Multilateral Guarantee Agreement: EEA + Andorra, Serbia and Switzerland or Frontier Insurance).
For visiting motorists whose vehicles have been registered in the below listed countries the Green Card is not a required document and they do not have to take out frontier insurance; they may enter the Republic of Croatia freely since their national registration plates signify to the authorities that their car is insured in respect of Third Party Liability. These are motorists driving vehicles which bear registration plates from the following member countries of the Green Card System:

Motorists of vehicles registered in the below listed countries need to have a Green Card valid for the entire territory of the European Economic Area (EU + Island, Liechtenstein and Norway) and Switzerland:

If motorists driving vehicles registered in the above quoted countries (Albania, Azerbaijan...) have no Green Card or if their Green Card is not valid e.g. its validity expired, the GC has been issued for another vehicle, the initials HR i.e. the mutual field for EEA countries (field No. 8) has been crossed out,..., on entering the territory of the Republic of Croatia these motorist have to purchase frontier motor TPL insurance.
Visiting motorists of vehicles registered in countries not affiliated to the Green Card System, e.g. Canada, USA and other countries as well as of vehicles registered in Kosovo, also have to purchase frontier insurance - unless they are in the possession of a Green Card issued together with a Frontier Insurance policy under the authority of a national insurance Bureau of a EU/EEA country and valid for the entire territory of the European Economic Area and Switzerland.
The frontier insurance tariffs shown in the table below are unique for the entire territory of the EEA countries and Switzerland.
Frontier Insurance can be purchased on international road, river and sea border crossings and in insurance companies’ branch offices.
The following tariff rates apply for the frontier insurance of motor vehicles owned by natural and legal persons whose vehicles have been registered outside the territory of the Republic of Croatia, member countries of the European Economic Area and Switzerland.
NOTE:
- Insurance is concluded according to the Frontier Motor Third Party Liability Insurance Conditions in force which are to be handed over to the policyholder together with the European Accident Statement.
- The insurance premium shall be charged in Euro
- Light trailers (up to 750 kg) and caravans (up to 750 kg) are not subject to registration
